Responsibilities

  • Secure pricing from select General Contractors (GCs) on developments.

  • Confirm local Jurisdiction (AHJ) permitting process and any other requirements.

  • Walk site with A/E teams and GCs.

  • Develop internal historical construction costs by state. Work with development project managers, asset managers, and capital expenditure teams to establish initial construction scope/ budget; lead scoping and budgeting phase with the GC.

  • Secure as-built plans (i.e., from site, files, or 3rd party vendor).

  • Coordinate and review schematic plans.

  • Review QAP and design standards (coordinate incorporation into plan set).

  • Develop initial SOW (narrative along with A/E plans).

  • Coordinate on site DD and review, Phase I, Market Study, Appraisal, Zoning, PNA/PCA, ACM, Surveys, Accessibility reports.

  • Negotiate contracts as needed for GC, civil, architect, and other consultants.

  • Develop preliminary schedule and unit turns; coordinate with relocation teams

  • Review all financing documents for construction related requirements and coordinate approvals.

  • Lead on site visits with GCs and A/E team to ensure quality, address issues, maintaining schedule.

  • Track and forecast change orders against budget and provide alternates; cost review/recommendations.

  • Provide regular reports and updates on budget and schedule.

  • Assist in the tenant outreach process and provide support for meetings/events as needed.

  • Coordinate with lenders/equity to ensure timing review and payments to GCs and other vender. Collect partial and full lien waivers each month review for progress against schedule.

  • Support relocation efforts by monitoring and enforcing project schedule.

  • Coordinate preparation of substantial completion forms.

  • Coordinate with GC for final permit closeouts.

  • Prepare and assemble Construction Closeout Documentation (final lien waivers, manuals, G704, permits).

  • Ability to travel up to 75%.

Qualifications

  • Bachelor’s degree in a relevant discipline (Engineering, Architecture, Project Management, Facilities Management, Real Estate, or related field).

  • 7-10 years’ experience working in construction and project management where project planning, estimating, construction monitoring, and reporting of full development life cycle, with at least two years’ experience in affordable housing (LIHTC) acquisition/rehabilitation projects.

  • Direct experience managing renovation projects.

  • Strong written and spoken communication skills.

  • Strong meeting organization and facilitation skills.

  • Analytical, flexible, adaptable, with strong collaboration and interpersonal skills.

  • Technical proficiencies in industry standard project management tools.

  • Proficiency in Microsoft office.
